I believe Higgs was focusing on modifications that turn the homes into RS gold more of an RP focused area as opposed to a service facility. And some thing more such as a Player Owned Barracks or base camp might be a good alternate in order to add support functionality.

I think they're more considering it as a way to add functionality without it being radically different in terms of training and it's effect on outside characteristics of the game. More like incorporating RP performance, than traditional support/artisan ability functionality. By making them a place to socialize/facilitate parties or something, kind of like a standard residence.

So I can sort of see where they are coming from, on account of the character of a'house' being what it is IRL, the appearing overwhelming desire of the playerbase is to make the POH into more of a Player possessed base camp or Barracks, a place to go to create prepping for other activities faster/easier for some player. Which admittedly a lot of this functionality is already readily accessed other areas like Max guild or Wars Retreat. Other than what present POH's already have.

Which the concept of a Player owned barracks/base camp/village could be something cool to amuse for a rework. A larger scale area to train construction, beginning with your house, then moving on to a payoff for NPC's who could then turn into employees of some kind that create choices for passive XP gain like POF combined with miscellania. Greater your level the different typed of functional buildings that your camp could have, from a smith to substitute the armor rack, to a lender, or a mage to get tele's etc.. Where you would need to supply materials because of their functionalities to operate, in addition to a Base quantity of stuff and a foundation level to produce the structure that those NPC's would work in anyways. Along with the option to arrange them in a way that suits the players liking, where combat support role NPCs could be nearer to the home tele location for access. Along with other npc's could be farther. Obvi I am literally just spewing ideas with little to no thinking prior, so it could be incredibly flawed but I feel it might be a start of something to consider.
