Al Kharid, Pollnivneach, and Pollnivneach will appeal to those who prefer an arrid, hot environment. Brutally hot climates don't appeal to me, buy hey, whatever warps your starship :-) Port Sarim is a small fishing village. It's a great place to visit If you're a "boaty" person.
Taverly was once a gorgeous village of druids before it was turned into an area of war. Taverly would've been my choice a few years ago. Unfortunately, it's no longer. Too dangerous. But what's the deal with Draynor Village. It's located in centrally. It's within walking distance of the shops and cultural scene of Varrock. The market is located on the other end of the street. Port Sarim is only a few steps away if you're looking to travel.
There's the issue of the vampire. However, despite all the hype, there has never been a single vampire that has savaged the streets. If there's a real vampire out there and he isn't a vampire, he rarely ventures beyond his haunted house. There really isn't any extreme danger (understanding that Runescape is in itself dangerous) in the vicinity, unless you go looking for cheap RuneScape gold it. So, I vote Draynor Valley.
